Mawhinney - Stop The Forest Madness Now!

It seems that football clubs are learning nothing from the recent troubles of the game. It's time Mawhinney put a stop to this madness.
Despite the idiocy which went on last season with Leicester City, it looks as if the game has learned nothing.
Recently, Nottingham Forest had to be bailed out by the Council to the tune of £200,000 on a debt for which the Council was the guarantor.
What have Forest done since? They have signed three Premiership players on loan, with the addition of Nick Barmby from Leeds United today.
By the League's own rules, clubs have to pay some 50% of player's salaries when they take them on loan and I would be suprised if Barmby, signed at the height of the Leeds United madness, is on less than £20,000 a week.
The question for Brian Malwhinny is simple:-
Why are you letting a club which can't pay its debts take players on loan that it cannot afford?
