Membership Standards, Entry & Ongoing Criteria for Premier Rugby

 CRITERIA

  EC = Entry Criteria                    LS = Introduce 2001/02

  IT = Introduce thereafter          TG = Target

4 MARKETING EC LS IT TG
i Central Support - Each Club to deliver ‘clean stadia’ on following basis

a) Domestic Competitions – provision of all perimeter Boards less 4 in prime sites for Club sponsors
b) ERC Competitions – as per ERC Participation Agreement. Y      
ii Club to invest in community investment programmes determined by ER

5 FINANCES EC LS IT TG
i Clubs may be required to provide financial information to PR (through auditors) & ER to confirm financial capacity to fulfill obligations to other PR members. Clubs must (to the satisfaction of PR and ER under the LFA), demonstrate that:   Y    
a) Can meet cash flow needs for next 12 months
b) Have 3 year plan to develop their business   Y    
6 GROUNDS EC LS IT TG
i Any Club considering moving grounds after 31 March to comply with following ground criteria:

a) Club must be the owner or principal tenant at  ground
b) Ground must meet criteria under facilities in place at time of move. Y      
ii On promotion Club be the owner or principal tenant at ground.

7 NEW ENTRANTS EC LS IT TG
i Catchment Areas and Crowds - At some point in the future, new entrant Clubs must demonstrate that  650 square mile catchment area has population of:        
a) 250,000 If no other Club in catchment area       Y
b) 1,000,000 If 1 other Club in the catchment area       Y
c) 5,000,000 If 2 other Clubs in the catchment area

8 ATTENDANCES EC LS IT TG
  Maintain average gate attendance equivalent to:        
Either 4,300 for 2001/02 season League Games (equivalent to 70% of prior year average & thereafter 70% of prior year average)   Y Y

Plus 10% PA
Or if lower, 50% above prior year average for Club   Y Y
Or if lower, max. capacity as rule 3 ii) above   Y Y
