RWC 2015 England - World Rugby Announce the Rugby World Cup match Officials.

The selections were made after a comprehensive review of refereeing performances by the World Rugby match official selection committee headed by chairman John Jeffrey and including New Zealander Lyndon Bray, who is in charge of Sanzar refereeing. "Since Rugby World Cup 2011, we have been focused on developing a strong panel that can preside over the 48 matches at this year's tournament. The fact that seven of the referee panel were involved in the 2011 tournament points to the big-match experience that they hold," Jeffrey said.

The recently released referee appointments for the Rugby World Cup in London later this year have reminded us of the likelihood of a tournament marred by over-zealous officialdom.
In a misguided effort to ensure the best tournament spectacle, its likely that World Rugby will overcook their referee directives and doom us all to a turgid festival of whistleblowing. After all, they’ve done it before.
We’re seeing now it in both Super Rugby and the Six Nations. Referees are using the video replay more and more, and are casting further and further back in the lead-up to legitimate tries, looking for reasons not to award them. Decision making has become taboo.

A well written piece but it's interesting that the author of it feels that Rolland would not have red-carded Warburton if he'd had any flexibility or discretion in his powers.
He has quite clearly not watched too many games where Alain Pierre Colm Rolland has refereed either the French national or club teams.
