However, in order to fund new signings, big earners will have to be offloaded, and the first of those will be the former Spanish international.
Mendieta, signed by Steve McClaren in 2004 after a successful loan spell, has started just three games in the Premiership this season and has been substituted in all of them.
Boro boss Gareth Southgate told the Evening Gazette: "At his age, I am sure Mendi will want regular first team football and I can not guarantee that.
"There will be a few clubs alerted to the fact he's not getting a place here and we'll see what happens."
Mendieta, with 40 Spain caps to his name, made an instant impact on Teesside after joining from Lazio but has been dogged by injury problems ever since.
The 32 year-old has already been linked with a return to Spain with his home town club Athletic Bilbao.
His agent Alberto Toldra said: "There are several options and Boro know the situation. The winter market is open soon and a return to Spain is certainly an option.
"Gaizka wants to play football and at the moment in England that is very difficult."
