Are Ferrari's Wings Still Illegal?

Rumours arround the paddock still suggest that Ferrari is using illegal "flexy" wings, and that is why they are strong. Honda Technical Director Geoffrey Willis claims that the rear wing especially moves too much and that it gives Ferrari an unfair advantage. Speaking to Autosprint magazine this is what Willis had to say:

"I have written a letter to FIA's Charlie Whiting because the speed of the Ferrari car at the end of each straight is incredible. I think I have enough evidence seen on video to show their rear wing is too flexible."

I guarantee you that Willis, nor anyone else would be making these claims if Ferrari weren't winning. Whenever Ferrari is at the top, every team seems to whine and complain that they are cheating, can they not just accept that Ferrari built a better car? Could it not be true that the reason the Ferrari is so fast on the straights is because it is just a really good car? But of course no other team would accept that logic.
